Juliana Hoxha is the Founding Director of Partners Albania for Change and Development, established in 2001. With over 30 years of experience in civil society and local government capacity building, she has played a pivotal role in shaping Albania’s nonprofit landscape and social entrepreneurship, leading major advocacy campaigns, participating in key NPO legislation drafting, and promoting effective NPO-government collaboration. Prior to founding Partners Albania, she managed two large scale USAID civil society programs and has since led numerous national and regional initiatives.
She has participated in numerous NPO-government working groups, including facilitating civil society contributions to the 1998 Constitution and drafting the first NGO law in 1996. She serves on several boards of European networks.
She has served as Vice-President of the Congress of Local and Regional Authorities of the Council of Europe. Her expertise spans legal reform, social entrepreneurship, philanthropy, and institutional strengthening in the Balkans, MENA and Eastern Partnership.
Ms. Hoxha is a Chevening and Harvard Kennedy School Fellow, holding MA and MSc degrees from the Universities of Tirana and University of Sheffield. Recognized for her contributions, she has received the USAID International Award of Achievement (2000) and the Democracy Award from Albania United States Alumni (2024).
